RUPERT PLANNING COMMISSION

Minutes of meeting Feb 2, 2010

Attending:  PC  - Jed Rubin, Thelma Georgeson, Julian Dixon, Bob Bain, Charlie Rockwell, Phil Chapman.   Others: Charlie Sherman, Joe Zalewski

1)  Minutes of Meeting Jan. 11, 2010 were approved.

2)  Joe Zalewski asked if the new Land Use Regulations are still on Brandy Saxton’e web site.  Answer – the link had been turned off, but per a telcon with Brandy on Feb 2, the link will be reactivated by Feb 4.

3) Complaint received about insufficient notice being given to extraordinary sessions of the Planning Commission, such as the Warned Hearing on Jan 4 and the supplementary meeting on Jan 11. The Jan 4 meeting was warned in both the press and by 3 copies posted in public places around town as required by law.  We will, however, try to widen circulation of notices in the future, including use of the Shopping Guide and of the Rupert town newsletter.

4) Jed Rubin advised that copies of the proposed new Land Use Regulations had been delivered to the Select Board. The copies consist of both the full text in hard copy and CDs in PDF format. A CD in Word format (meaning that it can be altered) is now stored in the town safe.

4) Thelma Georgeson initiated a discussion of the need to design new subdivision Application Forms for use with the proposed new Land Use Regulations. Phil Chapman will provide her with sample forms as well as fee schedules from several other Vermont towns.  Further to the question of enforcement of the proposed new regulations we will request Zoning Administrator Morris Barden to attend our next meeting.

5) The next meeting is scheduled for Monday, March 8 at 7 PM. This is a week later than the normal schedule in order to avoid conflict with the pre town meeting on March 1.

Respectfully submitted,

Phil Chapman, secretary
